Nami, the astute navigator, approaches Luffy, their captain, to discuss their strategy for navigating the perilous Grand Line. Recognizing the necessity of a ship and additional crew members for their journey, she decides to head north towards a nearby village in search of a suitable vessel.
In the village, a mischievous young lad named Usopp sparks panic by falsely claiming an imminent pirate attack, putting the entire village on high alert. Soon, it becomes evident that Usopp was merely playing a prank, leading the villagers to chase him to teach him a lesson. Skillfully evading them, Usopp forms the “Usopp Pirates,” accompanied by two village boys named Piiman and Ninjin. The fourth member, Tamanegi, urgently informs them about an actual pirate ship approaching the village.
In an attempt to flee, Usopp feigns a fictitious “snack disease” to escape the situation. However, after realizing the pirates’ manageable numbers, he decides to confront them. Unaware of being observed by the Usopp Pirates, Luffy and the others dock on the island, with Zoro staying vigilant and spotting the three village kids fleeing, leaving Usopp alone. Despite his bold claims, Usopp warns them not to attack the village, asserting it as his territory with an exaggerated following of 80 million followers, though only Luffy takes the assertion seriously.
Recognizing that Luffy and his companions mean no harm, Usopp warmly invites them to a feast at one of the village restaurants. He also shares information about a grand mansion in the town, home to its bedridden owner, Lady Kaya, who tragically lost her parents the previous year, leaving her with vast wealth and numerous servants. Nami suggests abandoning the search for a ship on this island, but Usopp expresses eagerness to join their crew, willingly considering himself a potential member.
Meanwhile, in the mansion, Lady Kaya urges one of her helpers to find Usopp and bring him before her.
