Naomi Misora, Raye Penber’s fiancée and a former FBI agent, begins investigating the bus hijacking incident Raye mentioned. She visits the shuttle transportation company whose bus was involved in the hijacking. Speaking with the driver, she shows him Raye Penber’s photograph and asks if he recognizes him. The driver immediately identifies Raye, as he took a leading role when the hijacker started shooting. Naomi asks if he recognizes any other passengers, but the driver can’t recall anyone clearly due to the chaos. Naomi assumes that among the other passengers, one must have been Kira. She also deduces that Kira is likely living near the bus route and continues her investigation.

Back at the special investigation branch, Sochiro Yagami, the chief, addresses his colleagues about the risks inherent in the Kira case. He emphasizes that Kira’s targets are not limited to criminals; anyone attempting to apprehend Kira could be killed. He gives his team the option to drop the case and leave without facing demotion. He informs them that he has already discussed this with the deputy director-general. He stresses that only those willing to sacrifice everything should stay. Sochiro leaves the room giving them time to think and make their decision till 5 o’clock.

At 5 o’clock, only six people, including Sochiro, remain. L who is connected virtually, praises their bravery, but some officers express mistrust toward L. They question the situation where FBI agents were brought in by L and subsequently killed. L, having knowledge of their identities, could potentially be orchestrating everything. Moreover, rumors suggest that L might be Kira due to claims of his split personality. The officers demand that L reveal his face if he truly wants their cooperation. L reiterates his faith in them and asks Watari to show them a screen message.

The message requests their secrecy and trust. L warns them not to reveal the meeting to anyone and presents his terms for working together to catch Kira. L discloses his present location, room at Imperial Hotel being his present location. He suggests using the task force office as a front while his hotel serves as the actual investigation center. L explains this move is to prevent Kira from identifying him, giving him an unfair advantage. He instructs the officers to split into two teams, visit his hotel room by midnight, and maintain a 30-minute interval between the two teams. Watari provides them with the memo containing L’s room number.

Meanwhile, Light, in his room, contemplates the reduction of the task force’s manpower. He realizes, he can not do anything to publicize his access to the secret information anymore. Light reflects on various theories about L suspecting him as Kira, reassuring himself that L can’t arrest him without evidence linking him to the Death Note.

On the other hand, the first team, consisting of Sochiro and another police officer, arrives at the Imperial Hotel to meet L in person for the first time.
