Light and Raye Pember hurry outside the bus to find the hijacker dead. Raye Pember asks Light to keep his involvement with the FBI a secret, as he is on a highly classified mission. Light agrees, not wanting his father to know about his encounter with the FBI. Raye Pember doesn’t suspect Light of being Kira and departs.
Raye Pember returns to his place, where his fiancée is waiting for him. He recounts the bus hijacking incident, but she, being a former FBI agent, doubts it’s a mere coincidence. Despite her suspicions, Raye convinces her to forget about his past involvement and promises to keep her out of the Kira case. She had come to Japan to introduce Raye to her parents.
Back at home, Light explains to Ryuk that killing Raye Pember immediately would raise suspicions. He intends for Raye to continue his investigation for a bit longer. Light also wants Raye to reveal the names and faces of the other FBI agents in Japan before his eventual demise. Furthermore, Light plans to toy with L using another prisoner and chuckles mysteriously.
As L diligently deciphers the code, he receives information about another victim who left a note. Watari forwards the note to L. Decoding Light’s hidden message, it reads, “L, do you know the Gods of Death?” L instructs Watari to closely monitor all prisoners, suspecting that more criminals might write letters.
A week later, chaos ensues at the NPA upon learning that four FBI agents investigating them in Japan have died of heart attacks. The FBI director reports that all FBI agents in Japan are deceased, unable to contact any of them. L deduces that Kira might be behind these deaths. He inquires if anyone had seen the faces of all 12 agents. The director reveals that one agent had requested the names and photos of all agents in Japan to verify “friendlies,” and the director had complied. L speculates that Kira likely accessed one agent’s file and manipulated the situation to ensure all agents received it before killing them.
Apologizing for the termination of the FBI investigation, the director admits that the Japanese victims were criminals, but this time Kira took the lives of 12 innocent FBI agents. The loss is significant, prompting the decision to withdraw the FBI from Japan.
During his investigation and discussion with the FBI director, NPA Chief Sochiro Yagami discovers that the FBI was probing the NPA at L’s behest. Learning about L’s actions shifts the office atmosphere. One officer expresses anger and mistrust toward L. Fear grips the police force upon realizing that Kira is targeting not just criminals, but anyone attempting to apprehend him. The officers support the decision of their predecessors who had resigned.
The following day, L receives another message left by a victim. After decoding it, L is enraged. The message reads, “L, do you know the Gods of Death love apples?” In a fit of fury, L concludes that Kira must be in contact with one of the FBI agents.
Light is content and pleased, as everything is unfolding according to his plan, involving shutting down FBI missions in Japan.
Meanwhile, Raye Pember’s fiancée, in tears and grief-stricken, comes to the realization that Kira was responsible for his death.
