At the G8 summit, the international criminal police organization convenes to address the mysterious deaths of criminals. Debates arise, with some arguing that the consistent nature of these deaths points towards murder, while others see them as a form of justified justice. After thorough discussions, it is decided to entrust the case to a renowned and enigmatic detective known as “L.”

The representatives from Japan inquire about L’s identity and reputation. They learn that L is a masterful detective with a history of solving countless unsolvable cases. However, his true identity and location remain shrouded in mystery. L’s involvement is only triggered by cases that truly captivate his interest, making him a unique figure in the world of crime-solving. As the representatives discuss this, a man cloaked in a long jacket, hat, and scarf, whose identity is concealed, enters the room. This man, named Watari, reveals that L has been engaged in the case for some time. Watari sets up his laptop, allowing L to communicate his thoughts to the summit attendees. L presents his hypothesis that the mass murders are the work of an individual or group within Japan. He urges for full cooperation from the Japanese police in the investigation. Although skeptical, the representatives agree, and L promises to provide evidence soon.

The city buzzes with discussions about the mysterious deaths of criminals, with many believing that the police might be responsible. Light Yagami observes the societal change he has initiated, where people feel that any wrongdoing will result in swift punishment. Light returns home and resumes his role as “Kira,” using the Death Note to carry out his self-appointed justice. He is pleased to see overwhelming support for his actions on the internet, as anonymous supporters hail him as the righteous “Judgement of Lord Kira.” However, his contentment is disrupted by a worldwide broadcast by Interpol.

A man named Lind L Tailor, also known as L, accuses Kira of mass murder and labels his activities as evil. He challenges Kira on a global scale and guarantees his imminent arrest. The Interpol meeting attendees are shocked to witness L for the first time, signaling the gravity of the case. A worldwide coordinated investigation is initiated by law enforcement agencies.

Fueled by anger over being labeled as evil, Light uses the Death Note to write down Lind L Tailor’s name. Lind L Tailor dies of a heart attack within 40 seconds, adhering to the Death Note’s rules. However, Light’s victory is short-lived. The broadcast is interrupted by a man’s voice, and a white screen with the letter “L” symbol appears. The voice reveals that the incident was an experiment to test a hunch. He concludes that Kira can kill people without direct contact. The victim, Lind L Tailor, was a criminal scheduled to die that day, with his arrest concealed from the media. Therefore, Kira couldn’t have known him. L challenges Kira to kill him if he can, shocking the audience. The silence is eventually broken by L, who asserts that Kira cannot kill him. L suggests that there are people Kira cannot kill, offering a hint.

L reveals that although the broadcast was intended to be global, it was only transmitted in the Kanto region of Tokyo. The decision to broadcast it to other parts of Japan was abandoned. L deduces that Kira is in the Kanto region, causing Light to be shocked. L explains his reasoning, citing that Kira’s first victim was a criminal who took hostages in a nursery school, a case only reported in Japan. L states that this victim was a test subject to assess Kira’s powers. Due to Kanto’s high population, finding Kira there was a stroke of luck. L announces his intention to capture Kira, prompting a determined response from Light, who vows to kill L before he’s caught. Ryuk observes the unfolding situation with amusement, remarking on the unpredictable nature of humans.
